Abstract: Construction project planning, monitoring and evaluation has a major role in the process of construction project management .it can be used to facilitate the generation of an accessible overview of the progress and status of a project and it may facilitate earlier problem solving, lower change in cost, meet the expected profit and help to complete the project on contract or expected completion period. The aim of this thesis is to assess the practice of construction project planning, monitoring and evaluation in DCE. Literature about planning, monitoring and evaluation was reviewed. Questionnaire were developed, pilot study of the questionnaire was achieved using 15 questionnaires. A total of 101 questionnaire were distributed as follows: 18(18%) to management staff and 83(82%) to professional engineers. 96 questionnaire were received (95%) as follows: 18(19%) from management staff and 78(81%) from professional engineers as respondents .A semi-structured interviews were made and feed backs was gathered. The study revealed that there are many problems in planning, monitoring and evaluation of DCE construction projects. The most important were poor planning practice, absent of well organized project monitoring and evaluation system and cost and time overrun due to poor planning, monitoring and evaluation. Therefore, plans should prepare in the project mobilization time by considering risks, with the appropriate team members and planning software, reports should be evaluated on time and to resolve issues on time to complete the project on time, with expected quality and profit.
