Abstract: Human resource planning is crucial in an organization's human resource management. This study focuses on the assessment of human resource planning practice and challenges at Ethio Telecom. To accomplish the study's objectives, a combination of qualitative and quantitative research approaches was utilized. In this study, a questionnaire was utilized as the primary data collection instrument, aiming to assess the practice and challenges of human resource planning practice from the perspective of line managers. Additionally, an interview was conducted with the HR director to further enrich the research findings. Data was collected from 247 individuals, with 153 participants selected for analysis using SPSS version 26 software. The findings revealed a lack of effective alignment between HR planning practices and the organization's business plan. While there was consideration given to internal and external factors, there were deficiencies in HR demand and supply forecasting, as well as implementation and evaluation. Recommendations include establishing a well-defined process for implementing the HR plan and fostering collaboration between the HR department and other departments to enhance effectiveness.
