Abstract: | The basic factor for the successful completion of a construction project is the proper
selection and implementation of project delivery methods to meet project objectives.
Therefore the main objective of this research is to determine the factors affecting the
adoption of Design Bid Build Delivery Method on Project Time and Cost management in the
case of selected construction projects at CBE. In this research descriptive research design
was used. Census sampling was also used to determine the population size of the study. The
documents reviewed revealed that all of the CBE construction projects experienced time
overruns that ranged from 98.2% to 354.8%, and considering price adjustment requests
cost overruns ranged from 63.98 % to 400.05% from the agreed contract time and budget.
For the data analysis, simple descriptive statistics were used using SPSS software, and the
RII was used to determine the relative importance of the factors. The research concluded
that the major factors for time overrun due to the adoption of DBB delivery method, from
client related side are slow decision making, contract scope change, and financial problems
such as delayed payments. From the consultant related side, delayed and slow supervision
in making decisions, absence on site, and incomplete documents. For the contractor related,
delay in the delivery of materials to the site, a shortage of materials on site, and financial
problems. The major factors of cost overrun due to the adoption of DBB delivery method
are time delay, Material, machinery, and labor cost increment, and Inaccuracy of material
take-off and estimation. Therefore, it is recommended to learn lessons from other projects
which are considered as a benchmark to improve the factors that affect the adoption of DBB
delivery method on time and cost management |
